Quarry mud on Clarken Coombe?

What's happening with all the mud on Clarken Coombe?

We all have seen the terrible mud on the road on the way into Bristol. What has been really frustrating is that things seem to be getting worse over the past few months. Earlier in the year I was in discussion with Council staff who in turn were in contact with Durnford Quarry. It appears that their wheel washer was out of action and that consequently mud was being spread onto the highway. Although they deployed a road cleaner it didn't seem to resolve the issue. Mud was even starting to flow down Providence Lane into Long Ashton.

This week there has been concerted action to resolve this issue once and for all. The HIghways Act 1980, which we are making full use of, is very clear:

Section 149 of the Highways Act 1980 states; "If anything is deposited on the highway so as to constitute a nuisance/danger the Highway Authority can require the person who put it there to remove it forthwith"

Section 161 of the Highways Act 1980 states; "If a person, without lawful authority or excuse, deposits anything whatsoever on a highway in consequence of which a user of the highway is injured or endangered, that person is guilty of an offence"

It appears that the quarry is now taking this issue more seriously. Yesterday I learned that they have two wheel-washers in operation and will be installing an even higher pressure washer over the next couple of months. In addition yesterday I saw two road cleaners in operation. However, I also noticed a lorry arriving without a cover over the back, which I believe is illegal.

The Clerk of Long Ashton Parish Council is also in contact with the local police force and will ask them to visit the quarry if necessary. From the perspective of North Somerset Council the Leader is now involved with the aim of getting it resolved.

The final aspect is to consider whether or not the quarry is responsible for all the mess. Undoubtedly there will always be some debris that finds it way onto the road from the quarry. However, there is also significant work being undertaken at the Bristol City Training ground, it could be that this is contributing too. Council staff will be assessing this too.
